A Sandy Hill landlord can build a 180-unit private student residence that city council tried to stop, the Ontario Municipal Board has ruled. Viner Assets appealed to the OMB after council last spring rejected the Official Plan and zoning bylaw amendments the developer had requested for properties on Laurier Avenue East and Friel Street. The company’s proposed nine-storey mixed-use building would house an estimated 630 students. It would also feature a fitness centre, student amenity area, retail or commercial outlets on the ground floor and one level of underground parking. Both the planning department and planning committee endorsed the plan, but — to the surprise of the developer and some residents alike — it was rejected by the mayor and council on Mar. 27. “I just didn’t feel comfortable with the proposal that was before us,” said Mayor Jim Watson at the time. The city’s official reasoning was that the proposed building wasn’t compatible with the prevailing building form of the area, both in height and heritage attributes; that it was too intensive for the area, and that growth could be accommodated in other parts of the city. But, following a three-day OMB hearing last October, the board has rejected the city’s position, meaning the development can proceed. “This is an appropriate development close to the University of Ottawa in what is considered to be a downtown neighbourhood with access to a wide range of amenities and services and proximity to employment,” wrote R.G.M.
